The appointment slips twice. A stranger with a tablet walks the house in eleven minutes. Six weeks later an $800 line item lands on the closing statement, after the rate lock has expired. Owners and buyers send us those three sentences in almost that order. Most of it was never in your hands, and the parts that are have published rules attached.
Who you actually hired when you paid for the appraisal
You paid for it, and you are not the client. In a federally related transaction the rule is explicit: a fee appraiser must be engaged directly by the regulated institution or its agent, and must hold no direct or indirect interest, financial or otherwise, in the property or the transaction1. The agent is usually an appraisal management company, so three parties sit between your bank statement and the person holding the clipboard.
Two things to collect on the first call, both from the loan officer rather than the appraiser:
- The assignment date in writing. Every deadline below is counted from it, and nobody volunteers it.
- The name of the appraisal management company. Registration status, suspensions, revocations and surrenders in lieu of state disciplinary action are public and free in the Appraisal Subcommittee AMC Registry, which all 50 states had populated by the end of 20252.

Valuation took 3 months: how long is it allowed to take?
The VA is the one program with a published timetable we can cite, and we found none published by conventional lenders. The VA appraisal fees and timeliness table, effective 1 May 2026, sets a maximum fee and an allowance in business days for every state and for named counties inside it3. That allowance runs from 6 to 21 business days: 6 in Los Angeles, Orange, Sacramento and San Diego counties at a posted single-family fee of $750, 10 statewide in Texas at $775, 20 statewide in Montana at $900, 21 statewide in Alaska at $1,1003. The counting rule comes with it: the clock begins the business day after the assignment, and weekends and federally recognized holidays are skipped4.
Hold your own wait against the line for your county. Two weeks in a dense metro county already sits past what the VA would allow there; three months is outside every number in the table, anywhere, for any property type.
Capacity explains part of the drift without excusing it. The National Registry held 89,618 appraiser credentials on 31 December 2025, down from 91,036 a year earlier and from 110,026 at the end of 2010; one appraiser may be certified in several states, so the headcount is smaller still2.
The surveyor spent 10 minutes: what the visit has to produce
A stopwatch is the wrong instrument. Fannie Mae's Form 1004, behind most one-unit appraisals, rests on an interior and exterior on-site physical inspection by the appraiser5. What the assignment has to produce is a checkable list: a floor plan or footprint sketch with the calculations, a street map locating the subject and the comparables, and clear descriptive photographs of the front, the back, the street scene, the kitchen, every bathroom, the main living areas, finished and unfinished rooms below grade, visible deterioration and any recent remodeling5.
Measuring and photographing a modest house to that list takes twenty minutes; picking and adjusting the comparables happens afterwards at a desk, where you cannot watch it. A fifteen-minute visit that yields the full photo set and a sketch is complete work. A forty-minute visit with no basement photograph and no sketch is not, and that is the complaint worth making.
You are entitled to check. Regulation B puts a copy of every appraisal and written valuation in the applicant's hands wherever the security is a first lien on a home: as soon as the document exists, three business days ahead of closing at the latest, nothing charged for the copy6. Nobody from an appraisal firm came at all
Sometimes the visit people remember as rushed was never an appraisal inspection. Under Fannie Mae's value acceptance plus property data option no appraisal is required: a trained third-party property data collector visits the home in person and records interior and exterior data through an application on a hand-held device7. That collector is vetted annually, must hold no interest in or ties to the transaction or the property, and must flag safety, soundness and structural problems7. The option is closed to manufactured homes, co-ops, buildings of two to four units, gifts of equity, files that come back Ineligible and values of $1,000,000 or more7.
Ask which valuation product your loan is using before you complain about an appraiser. If the answer is value acceptance plus property data, the tablet and the quick exit were the assignment working as designed, and no appraiser was ever scheduled. Report not accepted by the bank: why your own $800 does not count
The independence rule that kept you from picking the appraiser also keeps your own report out of the file: the engagement has to come from the institution or its agent1. One portable route exists and it skips the borrower. A regulated institution may accept an appraisal that another financial services institution engaged directly, provided the appraiser has no interest in the property or the transaction and the receiving institution satisfies itself that the report conforms to the rules1. Lender to lender, under conditions. Homeowner to lender, never.
A privately commissioned appraisal still earns its fee for an estate, a property tax appeal, a divorce or a pre-listing decision, where you are the client and nobody else has to accept it. Those cases are covered in appraisals for refinancing, estates and divorce.
The lever you do have: a reconsideration of value
On 26 July 2024 five agencies, the OCC, the Federal Reserve Board, the FDIC, the NCUA and the Consumer Financial Protection Bureau, finalized joint guidance on reconsiderations of value for residential real estate8. The definition repays close reading: a reconsideration of value is a request from the financial institution to the appraiser or other preparer of the valuation report to reassess it in light of potential deficiencies or other information that may affect the value conclusion8. The request travels from the institution, which is why you give your evidence to the lender and never to the appraiser, whose independence the structure protects. The scope is a single one- to four-family residential property8.
The agencies then list what an institution's process may contain, which doubles as your checklist when you ask:
- plain-language notices on how to request one, plus a route for raising concerns early enough in underwriting that errors can still be fixed before the credit decision8
- milestone timelines inside the process, and protocols for telling you where the request stands and what was decided8
- written guidelines for when a second appraisal may be ordered and who carries its cost, with no unreasonable barriers that discourage people from asking at all8
Older guidance already allowed two remedies for a deficient valuation: order a second appraisal or evaluation, or resolve the problem through the original preparer8.
One program puts a hard deadline on the stage before all this. Under the VA Tidewater procedure, running since 2003, the appraiser must notify whoever ordered the appraisal as soon as the value looks likely to land below the sale price, and that party then has two business days to submit extra sales data; for each sale sent in, the report has to give the address, say whether it was used and why not if it was rejected, and state the effect on the opinion of value. If nothing arrives inside the two days, the appraiser records that the procedure was followed and finishes the report8. The notice belongs to the appraisal process itself, so once a low report has been delivered that window is shut and the route is the reconsideration of value above; if the extra sales do not lift the value to the sale price, the next step is an ROV as well8. Either way the comparable sales have to be ready before the number lands, not after. The guide to finding comparable sales is the fastest way to have them on hand.
The interagency reconsideration guidance is supervisory guidance. It carries no force and effect of law or regulation and imposes no new requirements on supervised institutions8, so the timeline, the format and who pays for a second opinion come from your lender's own policy. Ask for that policy in writing before you argue with it.
Where a complaint about the appraiser actually lands

The traffic is smaller than the grumbling suggests. In 2025 the hotline website drew 8,056 visits, the toll-free line 411 calls and the email portal 48 contacts, producing 315 referrals; the ASC collects no data on how any ended, and answers email within five business days29. States reported 87 disciplinary actions against management companies in 2025, against 68 in 2024 and an average of 51 a year since that registry opened in 20182.
On the money, the VA's published cancellation schedule is the clearest yardstick, and it is scoped to orders that get cancelled: at most $50 before an appointment exists, at most $175 once one is confirmed, at most half the posted fee after the inside has been walked, the whole fee once the finished report is uploaded4. An appointment that merely moves leaves the posted fee untouched, because the assignment stays open. The VA adds that its posted fees are not considered customary and reasonable for other agencies or lenders to follow4, making this a yardstick for a conversation rather than a right on a conventional loan.

The $775 bought a document that arrived four business days late and still landed under the price. The $3.99 bought the three sales that were already on a screen when the two-day window opened.
What to run at day zero, and what it does not do

- The range, not just the point value. A contract price inside the range is unlikely to be the fight. One above the top tells you to line up comparables now rather than on the day the report lands.
- The comparable sales with their dates and distances, and the official index behind them. This is the material a reconsideration of value asks for, in the form the lender has to forward.
- The numbered reference list. Every index, map and adjustment coefficient names its source, so whoever receives the figures can check them.
It is not an appraisal: nobody licensed walks the house for it, no institution engages it, and no lender, court or tax authority takes it in place of the document it ordered1. Nor will it shorten the queue at the management company. What it gives you is a defensible number while that queue runs. The worst appointments I have watched in Tenerife and Austria were not the short ones. They were the ones where nobody had written down who ordered what, so every party sat waiting for a different person to call. Keep the assignment date and the name of the firm, and half the argument dissolves on its own.

Frequently asked questions
The appraiser never showed up. What can I do?
Call the loan officer, not the appraiser. Federal rules require that a fee appraiser be engaged directly by the lending institution or its agent, normally an appraisal management company, so the appointment belongs to that chain and not to you. Ask in writing for the assignment date and the name of the firm, because every deadline that follows is counted from that date.
My valuation took three months. Is that normal?
No published figure supports it. The timetable we can cite is the VA fee and timeliness table, which allows 6 to 21 business days by state and county, with the count beginning the business day after the assignment and skipping weekends and federal holidays. We found no comparable timetable published by conventional lenders, so quote the VA line for your county when you ask where the file stands.
The surveyor spent 10 minutes in the house. Is that enough?
Time is the wrong test. A Form 1004 appraisal rests on an on-site interior and exterior inspection, and the report must carry a sketch with the calculations, a street map and photographs of the front, the back, the street scene, the kitchen, every bathroom, the main living areas and any below-grade rooms. I paid $800 for a report that was late. Can I get the fee back?
Rarely in full, because the fee buys the report rather than a delivery date. Why was my report not accepted by the bank?
Because of the same independence rule that stopped you choosing the appraiser. A fee appraisal has to be engaged directly by the institution or its agent, so a report you commissioned yourself cannot enter the loan file. One report can travel from one financial institution to another under conditions, but never from the borrower to the lender.
The valuation visit was rescheduled twice. Who do I call?
The lender, and then the appraisal management company it named. The company's registration status is public and free in the Appraisal Subcommittee AMC Registry, which also shows suspensions and revocations. Scheduling itself is a service question for the lender, while conduct that breaches appraisal standards or appraiser independence belongs to the state regulator.
How do I request a reconsideration of value?
Through your lender. Interagency guidance from 2024 defines a reconsideration of value as a request from the financial institution to the preparer of the valuation to reassess it, so you give the lender specific closed comparable sales and ask it to forward them. Ask for the institution's written policy, including who pays if a second appraisal is ordered.
What can I use for a value while I wait for the appraisal?
A valuation report gives you a point value, a range, the comparable sales with their dates and distances and the official index behind them. That is enough to price a listing, test an asking price or assemble the sales for a reconsideration of value. It is not an appraisal and no lender will accept it in place of one.
